It's not hard to take night photos. Especially with current day hardware. It's much easier now to take night shots than in the 80s. Back then, a tripod was a must.
Nowadays with digital cameras of high ISO of up to 6400 and low noise. Night shots can be done by simply pointing and shooting even without the use of a tripod.
But of course, to capture the movement of lights, exposures of 10 to 20 seconds and the use of a tripod are a must.
